Ethiopia to Build 3,000-Seat BPO Hub to Attract Foreign Investment

thiopia is stepping up efforts to position itself as a regional base for business process outsourcing, with plans to host a new facility capable of accommodating up to 3,000 service seats, as policymakers seek to diversify the economy and attract foreign investment.

Speaking at the Elevate Africa 2026 forum, Eyob Tekalign (PhD), Governor of the National Bank of Ethiopia, said the country’s reform agenda and demographic profile had created conditions for growth in digital services and outsourcing.

The governor told investors and technology executives that Ethiopia’s Homegrown Economic Reform Programme, launched in 2019, was aimed at restoring macroeconomic stability, easing structural bottlenecks and expanding the role of the private sector. The reform drive has included exchange rate adjustments, efforts to strengthen monetary policy transmission and measures to improve the business climate.

Ethiopia, home to more than 120m people, has one of the youngest populations in Africa, with a median age of about 19 years, according to World Bank data. Officials say this demographic structure, combined with rising tertiary enrolment and expanding telecoms infrastructure, provides a foundation for labour-intensive digital services such as call centres, back-office processing and IT-enabled support.
